The Issue

**Protect Madison County: Call for a moratorium on data center approval until 2027.**

Madison County is on the brink of important decisions that will shape our future for decades. With an influx of proposals to establish data centers in our county, we are facing potential environmental, infrastructure, economic, and social impacts that require careful consideration and thoughtful planning. We urge local government officials to impose a moratorium on all data center proposals until 2027 to ensure citizen involvement and good decisions.

The rapid proliferation of data centers raises a number of concerns:

  • Power. Data centers require a great deal of electric power. Where will the power come from? Will it cause residential rates to increase? Will the power needs of the data center crowd out existing industries / future economic development?
  • Self sufficiency. There are calls that data centers should generate their own electric power. Should this be required?
  • Noise pollution. It is reported that data centers produce a constant noise, at high decibel levels. This should be carefully evaluated.
  • Light pollution. It is reported that data centers cause light pollution. Again, this should be carefully evaluated.
  • Location. Recent proposals place data centers next to churches, schools, retirement homes, daycares and residential neighborhoods. There are better locations.
  • EMF. Electromagnetic fields affect our health. EMF should be carefully evaluated.
  • Water and water treatment. How much water will be required? How will this affect water for residents and existing industry? Is existing waste water treatment capable of handling the increased load?
  • Transparency. Often data center developers secretly work with land owners and city officials - without the public's knowledge - hoping for a quick approval by a city or county council. Citizens deserve information and time to ask questions and evaluate proposals. Therefore, the need for a moratorium.
  • Referendum. Should city and county councils put data center proposals on the ballot - to allow voters to approve?

I know the County Board Chairman, Chris Slusser, has been public in his support of such facilities. However, at this point, the Madison County Board is not being asked to consider issuing permits for data centers in our county. We discussed this issue last Tuesday (2/3) in a Grants Committee meeting. Committee members raised constituents' fears and were advised: • The County has a FAQ page on data centers with objective information • Concerned citizens are encouraged to wait and see what is actually proposed • There will be plenty of opportunity for community engagement • NOTHING will be rushed through As this was a public meeting, the meeting was recorded and is available on the county website: https://www.madisoncountyil.gov/departments/county_clerk/county_board_records/grantscom.php If and when the Board is asked to consider issuing permits for the construction of data centers, rest assured I will keep consituents' concerns in mind.
