The Issue

AB 2047 mandates 'blocking software' that defies the laws of physics. 3D printers read G-code—numerical coordinates—not shapes. It is a mathematical impossibility for these machines to detect 'intent.' By mandating a software gatekeeper that does not exist, the bill is decommissioning core tools used by our schools and over 30,000 California businesses overnight. 

Currently, 3D printers play a crucial role in educational settings, libraries, research labs, and all businesses. They are instrumental in teaching STEAM (Science, Technology, Engineering, Art, and Mathematics) skills, fostering creativity and innovation, and supporting economic growth through prototyping and manufacturing.

In schools, students use 3D printers to learn about design and engineering, providing them with hands-on experience that is crucial for their future careers. Libraries use them as a tool for learning and exploration, giving community members access to technology they might not otherwise afford. Labs and businesses rely on 3D printing for rapid prototyping, reducing costs, and speeding up the iteration process.

The requirement for a "detection algorithm" poses an enormous hurdle, with current technology unable to meet this demand reliably. It could lead to increased costs that make 3D printers unattainable for educational institutions and small companies, or even push manufacturers to cease offering them in California altogether.

This bill establishes Prior Restraint and Content-Based Restrictions that will trigger immediate, multi-front litigation. Legislators are asking manufacturers to perform a technical miracle under the threat of absolute liability. This is not regulation; it is an attack on California's innovation economy and the First Amendment rights of every citizen.
