On January 31, 2010 an ice storm struck the Cheyenne River Indian Reservation in South Dakota. More than 3,000 power poles were toppled, and the tribe's old and inefficient water system, unable to cope with the added pressure, collapsed. The reservation's 13,000 residents were left without electricity, heat or running water for weeks on end.
