Hi Neighbours,

Thank you for everyone who has written to the local councillors to support the Headstone South Low Traffic Neighbourhood trial proposal. 

Following feedback from some residents, the original “LTN-02” proposal has been amended.  If you live in the area, you should have received a leaflet from the council in the last few days showing the new version, with some modal filters in slightly different locations.  

In terms of achieving low traffic neighbourhood benefits, there is no difference between the original scheme and the new scheme – both are ‘gold standard’ and will be extremely effective at reducing traffic volumes across the neighbourhood. 

Therefore please take action to support the updated scheme by responding to the consultation at the link shown on the leaflet as soon as possible, with a positive statement of support.   (Link also copied below).  I have provided a simple example statement at the end of this update to make things easy – please feel free to copy, paste & personalise.

There remains a risk that if not enough positive feedback is received by the 18th September then the trial scheme will not be implemented. 

There were 453 signatories of the original petition (249 on paper), and we would like to reach every single one of these people to ask them to support.

Therefore, this weekend (12th & 13th September) Healthy Streets for Harrow are organising for 2000 leaflets to be posted across Headstone South.

If you can spare a couple of hours this weekend to help post leaflets through letterboxes (no knocking on doors!) please drop me an email to e.bradley.1@gmail.com.   I already have a number of supporters who have volunteered their time to help with this but a few more would be much appreciated and will mean we get the leaflets out sooner, as time is of the essence.  

I appreciate that some of you may prefer the original scheme, or you may even prefer one of the other options shown on the Healthy Streets Website.  I would encourage you to support the trial of the current scheme even if this is the case.  Ultimately the scheme can be tweaked, but the really hard part is getting something implemented in the first place.  Remember - I also have a preference for a version that suits me the best, but ultimately the most important thing is having a LTN scheme in the first place.  Therefore I’m laying aside my personal preferences, as I know the neighbourhood will be so much nicer with any version of an LTN than without one at all.

I cannot thank all of you enough for your ongoing support with this.  There have been a lot of hurdles and twists and turns along the way, but it now feels like we are within touching distance of doing a trial, and it is thanks to all of you that we have got this far. 

Please remember to respond ASAP by Friday 18th Sept, and as usual encourage your neighbours and household likewise, and let me know if you can help with posting leaflets.

Example Statement of Support – Strongly support

I strongly support the Headstone South Low Traffic Neighbourhood proposal and I will be very disappointed if this scheme is not implemented as soon as possible.

I support the principle a Low Traffic Neighbourhood for Headstone South.  Although I am not yet convinced that the proposed scheme is exactly right, and I might prefer a different layout, I support this being implemented on a temporary trial basis.

Clarification from previous update:

Please note that following my previous update the Bolton Rd filter has not been moved.  After further discussion with Simon Brown it was clarified that this was not being considered as this would still allow a route for rat running traffic from Harrow View to Parkside Way.   Instead, the southern Pinner View filter from LTN-02 has been moved north to just south of Cunningham Park, and a new filter added at the north end of Beresford Road to make sure there is no through route from Harrow View to Pinner Road.   This means that Althorpe Rd, Chandos Rd, Grafton Rd, Beresford Rd and the section of Pinner View between Cunningham Rd and Canterbury Rd will now be accessed from Pinner Road rather than Harrow View.   The new layout is shown in the leaflet that has been distributed by Harrow Council.  

Regarding the Emergency Services – the Council has been sharing the proposals to the Emergency Services to ensure that any concerns or issues they have regarding access are addressed by the schemes prior to implementation.

Notes on other local LTNS:

Please note that LTN-04 West Harrow / Vaughan Rd is going ahead as planned.  This is due to become operational in the week commencing 21st September 2020.  This is great news for anyone with kids at Vaughan school as hopefully it will become much safer to social distance in the vicinity of the school without such huge volumes of traffic rat running through.  I’d encourage everyone to familiarise themselves with the modal filter locations so you aren’t caught out.  There are only two – one on Vaughan Road more or less under the bridge at West Harrow Station, and another on Blenheim Road.
