Show greater transparency on GRO/MGPS scheme unit allocation - Aug 2022 Bukit Merah BTO
The Issue
HDB Priority Schemes were introduced to encourage multi-generational families to live in close proximity (such as Multi Generation Priority Scheme and Grassroots Organisation Scheme or MGPS and GRO). HDB states that flats allocated for selection under the priority schemes are selected at random from the pool of units in the housing estate being built and sold under the Build to Order scheme.
We are petitioning and collecting signatures as a group of MGPS applicants whom are applying for a BTO unit together with our parents in the spirit of HDB's effort to encourage multi-generational families to live close by. Our BTO sales launch balloted for is that of Bukit Merah in August 2022, with 2 sites in Alexandra Vale and Havelock Hillside.
The flat allocation list was released to us MGPS applicants, with the allocated units being offered being poorly distributed among lower floors and presumably much less-desirable.
Our feedback and correspondences with HDB staff through their hotline has been frustrating, with our concerns being waved away by HDB staff stating that the allocation process is completely randomised and have been audited. Further requests to gain better insight on how the process was conducted have been rejected, saying there is nothing they can do about the selection.
We seek to get HDB to redo the random selection process which results in a unit spread that is more uniform, and not biased towards lower floors. Apart from which, we seek transparency in the randomization process and how it was audited for this BTO sales launch in comparison to previous launches where the unit spread is significantly more uniform across the blocks.
With the substantial collective voice of our group as hopeful HDB homeowners, we hope our message is heard by our Minister for National Development, Mr Desmond Wong, together with key office holders in HDB.
