Shield Accountability Pledge - Police Policing Police
The Issue
Despite one's personal opinion, law enforcement professionals have a challenging and dangerous job. They must balance public service and authority while trying to make it home at the end of every shift safely. But does all of that provide members of law enforcement a license for over-policing, biased, and unjust acts toward members of certain groups and communities?
According to iacp.org (2022), "persons having contact with members of a law enforcement agency should be treated in a fair, impartial, equitable, and objective manner, by the law, and without consideration of their demographics (iacp.org, 2022).
The academic and non-profit research landscape provides several data indicating that the impartiality and equitable policing that the International Association of Chiefs of Police (iacp.org) pledged is far from being achieved, with no real indication that the various law enforcement agencies are moving closer to achievement.
The Staford Open Policing Project (2021) reports that "data from 21 state patrol agencies and 29 municipal police departments, comprising nearly 100 million traffic stops, are sufficiently detailed to facilitate rigorous statistical analysis. The result? The project has found significant racial disparities in policing. These disparities can occur for many reasons: differences in driving behavior, to name one. But, in some cases, we find evidence that bias also plays a role" (The Stanford Open Policing Project, 2021).
While this petition may reflect data and findings of a single research effort, socially, this is a widespread threat to public safety and human lives. If these disparities and biased policing persist, millions of taxpaying Americans will continue to live in danger of unjust and wrongful convictions, and deaths by way of policing in America.
While there may be arguments countering this petition's position, the point to note is that across the United States, all citizens are not being policed equally, fairly, and or ethically.
The goal of this petition is to increase public safety and improve the drastically eroded trust between law enforcement agencies and citizens.
We believe this can be accomplished by Police policing Police. Just as members of law enforcement seek information from members within communities during criminal investigations, we the people rely on ethical members of law enforcement to hold each other accountable by upholding the sworn integrity of the shield and protecting citizens.
We believe this can be accomplished by removing the unwritten gag order forming the blue code of silence and establishing policies creating a zero-tolerance standard for biased and unequal policing across all communities, especially in communities of color where the relationship between the citizens and members of law enforcement have been drastically eroded.
We ask that all ethical members of law enforcement unite with equally ethical citizens by signing this petition and pledging to the following:
- Report all unethical members of law enforcement
- Create policies that build equitable and unbiased policing standards with zero tolerance for infractions
- Intentionally and purposefully engage members of Congress, state, and local legislators to create and uphold laws that support the highest standard of law enforcement accountability
- Render any law enforcement professional guilty of such infraction indefinitely unemployable by ALL PUBLIC LAW ENFORCEMENT AGENCIES
- In addition to the jurisdiction and or agency, hold members of law enforcement personally liable when proven to have committed or aided in negligence and or wrongful acts causing harm to private citizens and or property while in the line of duty
- Mandate law enforcement agencies publish quarterly scorecards (database) reflecting agency members' infractions and outcomes
- Vote with a purpose in every local, state, and federal election
We have all seen public outcries for change, particularly demanding police reform. For effective police reform, the people and members of law enforcement must come together and pursue the mutually beneficial objective of removing unethical and biased law enforcement members from the ranks to foster public safety across all communities, especially those most impacted by unethical and biased police practices.
Our (good and ethical people) power is in unity, voting, and cross accountability.
