Seeking a Moratorium Amendment on New Data Center Developments Added to HB856/SB330/HRJ77

The Issue

Kentucky, my beautiful home, is renowned for its rolling hills, lush green landscapes, and diverse wildlife. As someone who deeply cherishes the natural beauty and tranquility of our state, I am increasingly concerned about the impact that unchecked development of data centers is having on our environment. Data centers demand significant amounts of energy and water, often leaving a hefty environmental footprint that could jeopardize the natural resources we hold dear.

Data centers are notorious for their high energy consumption, accounting for about 1% of the world's total electricity demand. They are usually powered by non-renewable energy sources and their construction often disrupts local ecosystems. According to the U.S. Department of Energy, data centers in the U.S. alone consume more than 70 billion kilowatt-hours of electricity annually. In a state like Kentucky, which relies heavily on coal-powered plants, this can lead to increased carbon emissions and exacerbate climate change.

Not only do data centers consume large quantities of energy, but they also consume vast amounts of water for cooling purposes, often at the expense of local communities. This water usage can lead to shortages in water supply for agriculture and household use, potentially threatening our very way of life in Kentucky.

The time has come to reevaluate our priorities and put a temporary halt to new data center developments in Kentucky. Instead, we should push for reform in how existing centers operate, encouraging the use of renewable energy sources and more sustainable operating practices. By pausing new developments, we can invest in research and infrastructure that prioritizes the environment, ensuring the protection and preservation of Kentucky's natural beauty for future generations.

I urge Governor Andy Beshear and the Kentucky Energy and Environment Cabinet to take immediate action and enact a moratorium on new data center developments in our state. We need to hold developers accountable and demand more sustainable practices that align with the values of Kentuckians. I love Kentucky, and I know many of you do too. Let's stand together and protect our beautiful home from unnecessary overdevelopment.
