President Donald Trump’s recent pardon of former Puerto Rico Governor Wanda Vázquez Garced raises troubling questions—not just about one case, but about an ongoing pattern of ambiguous, irregular, and politically connected pardons.

According to NBC News, Trump’s pardon of Vázquez Garced failed to include the relevant case number associated with her 2025 misdemeanor guilty plea, a charge related to her 2020 campaign financing. Her co-defendant, whose daughter donated $2.5 million to a pro-Trump super PAC, was also separately pardoned.

This follows a series of clemency actions that critics say bypassed the normal legal process, including the Office of the Pardon Attorney. Former DOJ officials have warned that Trump’s pardons have been repeatedly vague, rushed, and shielded from legal clarity—sometimes forcing courts to decipher what the president meant after the fact.

When a sitting or former president issues pardons involving:

Close political allies,
Former administration officials, or
Major campaign donors,
…it’s not just a question of legality. It’s a matter of public trust in the rule of law.

We, the undersigned, call on Congress—specifically the House and Senate Judiciary Committees—to:

• Open a formal investigation into recent Trump-era pardons that may have been influenced by political relationships or financial contributions;
• Subpoena White House and DOJ communications tied to high-profile clemency requests, including the pardon of Vázquez Garced;
• Review the structure and independence of the Office of the Pardon Attorney to ensure future clemency is handled transparently and impartially.

Presidential pardons are not above scrutiny—especially when they benefit friends, allies, or donors.
