Dear stakeholders of Indian skating,

The nation recently celebrated a proud moment when our skaters, through relentless training, personal sacrifice, and family support, secured medals for India at the world championship. these athletes embody the true spirit of sport and the values RSFI is meant to uphold. 

Even more appalling is the contrast: while genuine athletes earned their medals through sweat and sacrifice, the daughter of Naresh Sharma was handed an "international medal" without competing. such conduct not only demeans the achievements of our champions but also brings shame upon RSFI.

It is our solemn duty to confront a grave deception that has brought shame upon the roller skating federation of india (rsfi). the integrity of our federation has been violated by none other than its former general secretary, mr. naresh sharma, whose actions constitute nothing short of fraud. we all share the common desire to see the federation function effectively and in accordance with its constitution — free from past shortcomings.

Below are the list of specific allegations “roller skating federation of india statement of allegations and irregularities.

1. Financial irregularities and misappropriation of funds • RSFI has been operating multiple bank accounts in violation of its registered constitution with the registrar of societies, chandigarh (certified copy enclosed). under clause 16(b) of the constitution, the president is authorized to operate bank accounts along with either the general secretary or the treasurer. however, several unauthorized accounts were opened and operated by joint secretaries. • Financial transactions and expenditure details have not been placed before the executive committee (ec) for approval. • Skater registration fees exceeding ₹1.5 crore, collected over the last five years, remain undistributed to state and district associations. • no detailed accounts or audited expenditure statements have been submitted to the EC or AGM till date.

 2. Misappropriation of government grants (2021–2024) • RSFI fraudulently obtained grants from the ministry of sports for national championships by submitting bogus bills and misappropriating funds through cheque payments to m/s standard sweets, despite no services being rendered: • 2021 championship (chandigarh–mohali–delhi): cheques no. 2914, 2916, 2918 & 158929 drawn on axis bank, totaling ₹23.63 lakhs. • 2022 championship (bangalore/tumkur): cheques no. 166441–445 drawn on axis bank, totaling ₹30.50 lakhs. • 2023 championship (chandigarh & chennai): cheques no. 181897–899 & 181923 drawn on axis bank, totaling ₹31.83 lakhs. • 2024 championship (mysore, bangalore & coimbatore): cheques no. 200489, 200492–494 & 200496–500 drawn on axis bank, totaling ₹49.47 lakhs. • these funds were never transferred to the respective state units which hosted the events and bore the actual expenses. • no receipts have been issued during the last four years for amounts collected from skaters, state associations, uts, coaches, and judges for seminars. • accounts of foreign tours and international championships remain unsubmitted, despite lakhs of rupees collected from athletes for boarding, lodging, seminars exmas and related expenses.

3. Forgery of treasurer’s signature • the signature of former treasurer, dr. bhagirath kumar, was forged on the rsfi financial statements for 2023 and 2024, as uploaded on the rsfi website. (copy of complaint enclosed) 

 4. Fraudulent international certificates & participation • an international merit certificate was fraudulently obtained for ms. diksha sharma, daughter of ex-general secretary mr. naresh sharma, at the 2025 asian championship (south korea), despite her not attending trials or traveling to the event. (copy of complaint enclosed) • allegations also exist regarding another relative of mr. naresh sharma fraudulently representing India at an international championship and securing medals/certificates. 

5. Never ever the skaters were given the accountabilty of the payments made by them towards their international tours which were directly paid to the tour agents and top of it RSFI in turn showing the payment in their accounts. They were just collection the payment through third parties and behaving asd a tour operator. deliberately not been disclosed to the ec or made public.

At this crucial juncture, we urge all stakeholders to approach their respective district and state associations and request them to support the newly elected general secretary,           Dr. Bhagirath kumar, who is committed to reform and the betterment of Indian skating.

Accordingly, we declare the following: 

1. mr. naresh sharma stands disqualified and blacklisted from any role, direct or indirect, within rsfi henceforth. 

2. The falsified constitution uploaded by him must be nullified immediately, and the true and certified rsfi constitution reaffirmed publicly.
 3. Legal proceedings must be initiated without delay against him for fraud, forgery, and misrepresentation under applicable laws.

The role of the current president, shri Tulsi ram agarwal, in shielding and defending naresh sharma is equally unacceptable. by obstructing inquiries. blocking accountability, and aligning himself with those accused of fraud and manipulation, he has chosen to compromise rsfi's credibility and independence.

All circulars need to be released by the secretary general alone but the circulars were released by president alone unilaterally to divert the main issues and side line the things.

We therefore demand an impartial inquiry by the government of India into all acts of corruption, fraud. and conflict of interest, and call for immediate accountability from those responsible, including the president himself. the honour of our athletes belongs to the nation and must not be exploited to cover corruption. RSFI’s reputation is at stake, and silence is no longer an option. 

We request everyone to stand by what is right.
