We reached out to Mayor Tran’s office to better understand the decision-making process regarding the management agreement for Shandin Hills Golf Club. They clarified that the mayor is not a decision-maker in this case.

San Bernardino operates under a Council-Manager form of government, meaning that agreements like this are typically handled by city staff and department directors, then presented to the City Council for approval. The mayor’s role and authority changed following updates to the city charter about seven years ago, and they are not directly involved in this process.

For those looking to take action, the City Council and key city staff are the primary decision-makers on this issue. The next city council meeting is Wednesday, February 19, 2025 at 7 pm. The meeting will be held at the Bing Wong Auditorium.
