The picture shows the type of environment the cats have been subjected to for many years, something Cowra Council seems to be unconcerned about! Please ask the Council why cats are allowed to live in such unsanitary conditions. This rubbish would have been noted by Council Rangers on one of their inspection visits as it has been there a long time. Their contact details are Tel – 02 6340 2000 and email council@cowra.nsw.gov.au The following email has been sent to the General Manager of Cowra Shire Council. I shall keep you informed of any outcome. Dear Sir, Recently the Cowra Shire Director of Environmental Services has issued a statement regarding a change.org petition. The Director’s statements are in italics below and state: `Thank you for your ongoing concerns re ‘Camp Kitty’ however the information you have received maybe incorrect. Council rangers have an ongoing inspection program for the site to ensure compliance with the Order issued by the Land and Environment Court, an action which Cowra Council instigated. The Court Order is based on an animal behaviour report which Council paid for because of the animal welfare issues. The Order is for the site to contain no more that 33 cats to be kept in family groups and kept separate area etc. At Council’s last inspection there was 3 cats on the site. Additionally, the RSPCA is in Court in the process of bringing 13 charges against the owner of the cats and removed nearly 200cats from the site last year. It matter has been resolved by Council in a very satisfactorily manor and the owner is complying with.’ Would you please clarify the following statements: 1. `Information you have received maybe incorrect’. Please explain what information may be incorrect? 2.`Council Rangers have an ongoing inspection program for the site.’ Please advise me when was the last inspection conducted? At what intervals is the site inspected? What is the criteria for an inspection, and what is inspected? Are the Rangers looking at environmental issues and if so, why has the rubbish bin full of rotting matter been polluting the atmosphere and harbouring vermin for approximately 22 months? Why has rubbish from Camp Kitty piled up against a neighbouring fence for over 2 years? 3.The Order issued by the Land and Environment Court for the figure of `the 33 cats to be kept in family groups and kept separate area’. What input did the Council have on that figure for the number of cats to be kept? What agreement was reached with McCudden in order for him to comply with Council directives? 4. The last sentence of the Director’s email is ambiguous, but I assume it means the following: The (it) matter has been resolved in a very satisfactory manner (manor) and the owner is complying with. I ask, to whom is it satisfactory? And who is Mr McCudden complying with? 5.The statement `the RSPCA is in court in the process of bringing 13 charges’, could this be clarified please? I know he has been found guilty of animal cruelty charges before, so are these fresh charges? Thanks to Andrea for eliciting a response from the Director of Environmental Services.
