As far as I’m aware, there are still the 2 cats in the main enclosure and a solitary cat in the rear enclosure. This cat has been alone for approximately 2 years now! Temperatures are now running at 38 C and over therefore it is not the ideal environment for them. Human attendance is once daily for about 5 minutes in duration. This is the situation since the elderly live in carer left several months ago. On the basis of what I consider to be unsatisfactory conditions, accommodation and adequate supervision, is this is not contravening the Prevention of Cruelty to Animals Act?
The photograph shows the current living environment for the cats, with overgrown vegetation and rubbish. This appalling state of the living environment is something that the Council should be closely monitoring and taking effective actions to ensure that Richard McCudden maintains suitable living environment for the cats. Mr McCudden has had Camp Kitty since December 2011 and Cowra Shire Council was aware of the existence of this cat prison from it’s inception. Council was always kept informed of the conditions by way of scores of photographs, emails, letters yet to date cats are still contained within such unsatisfactory environment. As someone who has been repeatedly critical of the RSPCA’s handling of this matter, I should like to add that the RSPCA is not responsible for the Environmental issues in relation to Camp Kitty. Any reasonably forward thinking, progressive and competent person in charge of environmental services would have taken effective steps long before the situation with McCudden became chronic. Please ask Cowra Council what steps were taken to effectively manage the situation from January 2012 to the time they took him to the Land and Environment Court in about mid 2015.
The rubbish bin still has not been emptied (photo in previous update).That is over 2 years now of vermin, rats snakes etc. Does the Council think this is environmentally adequate?
Please ask Cowra Council as there is a history of this organisations not replying to my correspondence. To date there is no reply from the General Manager Cowra Council in relation to the email of the last update.
