Many of my petition followers have made suggestions of how I could get assistance to solve the problems that existed at Camp Kitty. I have already tried most of those ideas. Today I publish a letter I sent to all the State MP'S in NSW, over a hundred in number.
Unfortunately the result was less than spectacular, as I received exactly no replies.

An open letter to all State MPs
Dear Sir/ Madam,
I am writing to you all to inform you of the issues of concern that exist with the enforcement of The Prevention of Cruelty to Animals Act 1979 (POCTA) and the role of the RSPCA.
The owner of Camp Kitty, Mr Richard McCudden is a cat hoarder who has approximately 200 cats at his property on Conimbla Road, Cowra. Over the past 20 months, I have documented and photographed instances where I believe that Mr McCudden has breached POCTA. Repeated notification of these incidents to the RSPCA has done very little to improve the plight of these unfortunate cats and in instances the RSPCA has ignored correspondence sent directly to it's head office in Sydney. The last photographic evidence (presented to Inspector Coker) of a dead cat which was left in the cats enclosure for days resulted in Inspector Coker querying how I knew that the cat was dead, the authenticity of the photograph and eventually telling me that he was too busy.
Mr McCudden in my opinion repeatedly fails to adequately care for his numerous cats which results in newborn kittens with their eyes still closed dying in dirt of the enclosure during the warmer days and Mr McCudden failing to notice their suffering until I brought it to his attention. There is also the lack of suitable accommodation and appropriate waste management which results in the cats living in their excreta for days on end or being subjected to copious amounts of lime dust which are at times scattered in a thick layer on the ground of their enclosures.
At the end of 2014 I wrote to the RSPCA notifying them of what I considered to be infringements of POCTA. I had sent the RSPCA NSW a photo of a dead cat which had remained unattended for approximately 6 weeks. They took no action. Part of one of my emails to RSPCA in Jan 2015 states:
`I am unable to understand why the RSPCA has not taken action to prevent this animal cruelty taking place. I has been going on for almost four years and numerous people have reported this to you.
If humans were locked up in a prison, semi starved and allowed to die without any medical help and the body allowed to remain in the prison yard without removal there would be a world wide outcry. Why do we allow cats or any animals to be treated with such cruelty?
I have included both the Cowra Council and our State MP, Katrina Hodgkinson in my efforts to get the RSPCA to take action, all to no avail. I have emailed the Minister for Primary Industries, Nail Blair, and I know that Minister Hodgkinson has as well. To date I have not had a response from Minister Blair.
MP's should be aware that the taxpayer funds the RSPCA quite considerably In 2014 the annual grant was just over $806,000, and in 2011 the State Government announced it would invest $7.5 million for the rebuilding of the RSPCA Yagoona Animal Shelter.
I do not consider that the taxpayers are getting value for money from the RSPCA as they seem to be selective about which animal cruelty issues they pursue with any vigour. As a result of the RSPCA NSW actions or lack thereof, I should like to suggest that another organisation for example, Animals Australia, Animal Welfare League NSW, World League for the Protection of Animals (WLPA) or Animal Liberation be appointed to enforce POCTA.
I should like to thank Katrina Hodgkinson for her efforts in attempting to get the many issues relating to Camp Kitty resolved, however, to date this situation at Camp Kitty continues.
Would you all please assist to help stop the continuing cruelty that occurs at Camp Kitty?
