The Issue

ILLINOIS STANDARDS FOR HANDLING MISSING CHILDREN CASES

Steven Butler III, 14 of Champaign, Illinois disappeared 7/29/2021 believing he was going to mow someone's lawn for money, and never made it home. The next morning his beaten body was found in a ditch 9 miles from his home. A sex offender living 1 1/2 miles from Steven's residence was arrested and charge for Steven's brutal disappearance and murder. 


We call on the Governor, Senators and House of Representatives of Illinois to review current Illinois State guidelines and requirements for the reporting, investigation and handling of all missing children cases. We request change for all local, county, state and federal jurisdictions to ensure equal investigation and reporting for all missing children cases under the age of eighteen (18).

STEVEN'S LAW:

(1) Would require all missing children under 18 to be listed and treated initially as endangered.
 (2) Would require all law enforcement agencies that take a missing child's report to immediately be listed on to the NCIC's LEAD database with no delay.
 (3) Would require all reported missing children reports to be sent to Missing Persons Awareness Network to publish posters for every child reported missing to the public without delay
 (4) Would remove the use of the word 'RUNAWAY', giving the missing child a necessary investigation into their disappearance and losing the negative connotation the word brings to our missing children.
(5) Would require the State of Illinois to allow budgeting for Missing Persons Awareness Network's 'Missing Persons Center to bring collaboration among agencies, and awareness, knowledge and prevention to the public.
