

Revoke PR Bond for Fredy Portillo, Responsible for Fatal Drunk Driving Incident
The Issue
We are seeking justice for Rayleen Vasquez, a 22-year-old mother of two young children, who tragically lost her life on December 3, 2024 due to the reckless actions of a drunk driver. Fredy Portillo, a Honduran national residing in the United States on a visa, is responsible for her death.
This tragedy took place in a rural part of Roosevelt County, New Mexico, where Portillo, under the influence of alcohol, swerved into Rayleen's lane and hit her vehicle, causing her immediate death. Portillo then fled the scene with a small child, only to be arrested the following day. His initial charges included Leaving the Scene of an Accident (great bodily harm or death), Child Abuse (not great bodily harm or death), and No Driver’s License. Despite the severity of his crime, Portillo was granted a Personal Recognizance Bond and released before the grieving family could be informed on less than basic conditions of release, no ankle monitor, allowed to be home with his child (a victim in this case), and no one holding him accountable.
The Portales Magistrate Judge Christopher Mitchell released Fredy Portillo back into the community despite the suspect being a danger to the community and a flight risk during his arrangement at 1:30 pm Thursday Dec 5th, 2024 before any family was notified the suspect had even been arrested. Judge Christopher Mitchell, the only judge for Roosevelt County, NM, released the suspect before the investigation could prove Vehicular Homicide, when it would prove the suspect drove without his lights on. Rayleen, mama of 2, a daughter, a mother, a sister, a cousin, a beloved friend, did not even see the suspect coming to take her life.
The National Highway Traffic Safety Administration reports that almost 30 people in the United States die in drunk-driving crashes every day—that's one person every 50 minutes (NHTSA). Rayleen's story is but one of these grievous incidents, her untimely death is a grim testament to the urgent need for stricter bail laws for drunk driving offenses.
