The Issue

Animals at Arbuckle Wilderness in Davis, Oklahoma were left exposed to extreme weather, fed inappropriate diets, and housed in broken enclosures. Not once, but three times in under six months. Federal inspectors documented violations on January 28, April 27, and June 15 of this year alone.

The U.S. Department of Agriculture's response? A 21-day suspension.

That is not enough. A three-week timeout for a facility that cannot meet basic standards of animal care rewards the very pattern of neglect it's supposed to punish. The Animal Welfare Act exists to protect animals from exactly this kind of chronic mistreatment. When an exhibitor demonstrates, inspection after inspection, that it will not maintain safe housing, provide adequate food, or shield animals from dangerous conditions, the law must do more than pause their license.

Arbuckle Adventures can appeal this suspension before the 21 days are up, and if no stronger action is taken, they will almost certainly reopen and continue operating. The animals in their care have no such appeal.

The USDA has the authority to revoke licenses entirely when violations are repeated and serious. We are calling on the agency to use it, and on Congress to strengthen the Animal Welfare Act so that a documented pattern of harm leads to permanent consequences, not a temporary pause.
