The Issue
Michigan Families Are Asking the Legislature to Act
On September 9, 2026, the Michigan Supreme Court ruled that Michigan’s 2021 Sex Offenders Registration Act cannot be applied retroactively to individuals whose registrable offenses occurred before July 1, 2011.
Following that ruling, Michigan State Police announced that individuals who were registered solely because of qualifying Michigan offenses committed before July 1, 2011 would be permanently removed from the public registry.
This petition is not asking Michigan lawmakers to disregard the Michigan Supreme Court.
We are asking the Michigan Legislature to use its legislative authority to examine and establish a new, constitutionally permissible framework addressing registration and public notification for qualifying sexual offenses committed before July 1, 2011.
What we are asking for
We ask the Michigan Legislature to:
• Hold legislative hearings regarding the impact of the recent court ruling.
• Hear from victims and survivors, families, law enforcement, prosecutors, victim advocates, legal experts, and Michigan residents.
• Examine whether legislation can constitutionally establish registration requirements for qualifying pre-July 1, 2011 offenses.
• Consider the nature and circumstances of qualifying offenses when developing any new framework.
• Protect Michigan children, families, and vulnerable members of our communities while respecting constitutional rights and judicial decisions.
• Provide Michigan residents with clear information about any changes to the state’s sex-offender registration laws.
Why we are asking now
Michigan State Police has stated that it is complying with the Michigan Supreme Court’s ruling and that concerns about changing the law should be directed to the Michigan Legislature.
The Legislature now has an opportunity to examine the issue, listen to affected Michigan residents, and determine what legislative options are constitutionally available.
We are asking Michigan lawmakers to act.
