The Issue

In Argyle, New York, state troopers responding to a report of dogs kept in unsafe conditions found far more than they expected: twenty dogs in cages caked with feces and urine, some without ready access to food or water, and inside the same house, an elderly person who needed immediate help just to move around safely. On August 9, 2026, 72-year-old Carol Kiaer was arrested and charged with putting a vulnerable elderly or disabled person's welfare at risk, along with 20 counts of animal cruelty. The dogs were seized and handed to Argyle's animal control officer, and the case is still moving through the courts.

What's striking is that both situations were apparently unfolding in the same home, possibly for some time, before anyone outside noticed. Adult Protective Services and animal control operate through separate systems across most of New York, with no requirement that a red flag in one triggers a check by the other. A home with dozens of animals living in filth is a recognized warning sign for neglect of the people inside it too, yet nothing currently connects those dots until police happen to be called for one problem and stumble onto the other.

This petition asks New York State to require that Adult Protective Services and animal control agencies cross-report and jointly respond whenever either agency finds signs of hoarding, unsafe living conditions, or an at-risk elderly or disabled person in the home. Washington County's Department of Social Services, the state Office of Children and Family Services, and the state Department of Agriculture and Markets all have the authority to help make this happen.

No one should have to wait for a coincidence to be noticed and helped. Sign the petition to require joint welfare checks, so the next vulnerable person, and the next twenty animals, aren't left to be found by chance.
