Request Transparency from Chief Evan Taypotat on $2​.​1 Million Lease Payment.

Re: Request for Information on $2.1 Million Land Lease to Federation of Saskatchewan Indians Inc.

I am writing to respectfully request clarification and further information regarding the $2.1 million land lease, that was executed through a sublease from Mamawi Holdings Corporation to the Federation of Saskatchewan Indians Inc. Specifically as it relates to compliance with the Kahkewistahaw First Nation’s Land Code and Financial Administration Law.

In the Kahkewistahaw Financial Administration Law 2018 Section 6.1 states:

Conflict of Laws: If there is a conflict of this Law and another First Nation law, other than a code or a local revenue law, this Law prevails. 

Therefore, in the Kahkewistahaw Land Code section 26.12: 

A member of Council, a Member or any person authorized by the Council may during the normal business hours of the First Nation, inspect the books of account and financial records of the Kahkewisthaw First Nation. 

The current head lease was granted by Kahkewistahaw First Nation to Mamawi Holdings Corporation for the site where the current FSIN building is located and who the sublease was granted to, I am seeking details on the following:

  • The Kahkewistahaw First Nation Resolution that articulates the terms of the lease agreement
  • The exact date and location of the deposit of the $2.1 million lease payment.
  • The financial institution or account into which the funds were deposited.
  • Any documentation or records that provide an audit trail for this transaction in accordance with our Land Code and Financial Administration Law.
  • The current members on the Kahkewistahaw Finance and Audit Committee
  • Any supporting documents such as resolutions or minutes received by the FSIN, Chiefs-in-Assembly, or Treasury Board regarding the acceptance of the lease terms.

This information will help ensure that the lease agreement and terms are supported by our membership and in full compliance with the necessary financial regulations and support the continued integrity of our land management practices.
