To The Leader of Birmingham City Council,
We, the undersigned residents and organisations of Birmingham, write to express our deep concern regarding the flags currently displayed on public lampposts and roundabouts across our city. These flags continue to create fear and anxiety not only within Black and Brown communities, who feel that their presence signals that they do not belong, but also amongst the wider community who believe that these flags are being used to create division. Birmingham’s public spaces should be welcoming to all who live, work, and visit here. Our public spaces must reflect unity—not division.
On 24th November 2025, Birmingham City Council signed 'Forward Together for a City Beyond Racism' - a pledge to make Birmingham an anti-racist city by standing firm against those that seek to "sow division racism and hatred".
We now call on Birmingham City Council to take the same strong stance as Medway Council by removing these flags from public lampposts and roundabouts. Medway’s actions acknowledged both the harm caused and the duty of the local authority to protect community cohesion. We ask Birmingham to demonstrate similar leadership.
We recognise that Birmingham City Council already has the legal framework and authority to remove unauthorised or inappropriate flags displayed on public property. While this legal basis is clear, we emphasise that the Council should not rely on legalities alone. There is a compelling moral duty to act—to affirm that Birmingham will not tolerate displays that intimidate, divide, or undermine equality. Acting on moral grounds sends a powerful message that the city stands firmly on the side of fairness and dignity for all communities.
Furthermore, we call on the Council to take firm and appropriate action against those responsible for placing these flags without permission or in ways that contravene community safety and standards. Holding individuals accountable will help prevent further attempts to misuse public space for divisive purposes.
By removing these flags and addressing the actions of those responsible, the Council will:
• Reassure Black and Brown communities—and all residents—that Birmingham is committed to their safety and sense of belonging.
• Prevent the normalisation of symbols that divide or intimidate.
• Uphold both the legal and moral obligations the Council holds in promoting equality and community unity.
• Reinforce the values of inclusivity and respect that define Birmingham.
We request that you act swiftly - Birmingham belongs to all of us. No resident should feel unwelcome, unsafe, or excluded in their own community.
