Remove regulations on recreational time for inmates. Support Delaware's CO's.

The Issue

Currently inmates are entitled to an hour of recreational time unless there is an emergency or security issue. Inmates have no goals; they are no longer behaving to receive recreational time. This removal of discipline combined with staff shortages led to a CO's death. Delaware's Inmate Correction Policy 3.15 needs to be reformed for our systems to be more successful. This lack of discipline also negatively affects inmates, without the ability to discipline inmates, Correctional Officer's hands are tied and they are unable to protect inmates from those making poor decisions.
