The Issue

We the undersigned free Texans demand the immediate removal of all Flock Safety license plate reader and surveillance cameras from our communities.

These cameras track every vehicle without warrants, feed data into a massive private network, and turn our daily drives into government-approved spying. We didn’t fight for Texas independence just to trade it for Big Brother’s digital leash.

This violates the spirit of our God-given rights to privacy and freedom. Jesus Christ is King — not some Atlanta tech company profiting off tracking hardworking folks hauling jerky, riding horses, or just living free.

We call on city/county leaders to:

1.  Cancel all Flock contracts immediately.

2.  Remove every installed camera.

3.  Ban future warrantless surveillance tech that treats citizens like suspects.

Texas first. Privacy now. Flock off our plates!

The Problem with Flock in Texas & Abilene:

•  Flock Safety operates a massive network of ALPR cameras that scan and store vehicle data (plates, make/model, direction, time) for 30+ days, allowing warrantless tracking of movements.

•  Texas DPS fined Flock $500 for operating without proper private security licensing, yet the cameras continue expanding with data sharing agreements to DPS and local agencies (120+ TX LE agencies as of 2026).

•  Abilene PD uses these cameras 24/7, feeding into the cloud for queries that can map daily routines — exactly the “mosaic” surveillance the Supreme Court struck down in Carpenter v. United States (2018).

National Scandals & Lawsuits:

•  Institute for Justice is suing cities like Norfolk, VA and San Jose, CA over Flock networks for 4th Amendment violations.

•  Multiple California class actions and AG suits over illegal data sharing with out-of-state/federal agencies.

•  Documented police misuse: Officers stalking exes (20+ cases nationwide), wrongful arrests from bad reads, tracking at sensitive locations (clinics, churches, mosques).

Why It Matters in Texas:

•  Taxpayer money funds unconstitutional spying on regular Texans going about their lives — truckers, horsemen, families.

•  No warrants required for historical data. This is Big Brother, not “safety.”

Our Demand:

•  Immediate transparency on all Flock contracts/locations/queries in Texas.

•  Halt expansion and require warrants for any access.

•  Full review and potential termination of the program.
