Reform Security Laws that Hinder Charities
The Issue
We come together to seek elimination of unnecessary and counterproductive barriers to legitimate charitable work found in current U.S. counterterrorism measures. Laws governing “material support” to designated “terrorist organizations” trench on precious First Amendment freedoms of speech and association, and Fifth Amendment guarantees of due process. They sweep too broadly, criminalizing efforts at peacebuilding and life saving humanitarian aid to civilians, even where that aid furthers no terrorist acts whatsoever. In addition, the law gives the executive branch broad discretion to designate groups to terrorist lists without affording them notice and a meaningful opportunity to defend themselves.
