Reform Premier League Profit & Sustainability Rules to Promote Fair Competition

The Issue

As an ardent football fan, I have witnessed the detrimental impact of the current Profit & Loss based Premier League Profit & Sustainability Rules on clubs like Everton and Nottingham Forest. These clubs have been penalised for breaches in PSR, with Everton being charged for a second time and Leicester now facing charges due to these rules. The current system favours clubs with higher turnovers, creating an anti-competitive environment that hampers the ability of smaller clubs to compete effectively.

Moreover, Newcastle United's recent takeover by wealthy owners has highlighted another flaw in this system. Despite their financial stability, they are prevented from spending within sustainable means due to these rules. This curtails their ability to compete with established 'big boys' and further undermines fair competition.

I propose a change in these rules - shifting from a Profit & Loss basis towards an Annual Balance Sheet Solvency Test. This would ensure that all clubs are evaluated based on their overall financial health rather than just turnover, promoting a more competitive and equitable league.

In 2019/20 season alone, 13 out of 20 Premier League teams reported losses (source: Deloitte). This demonstrates how the current system is failing many teams who struggle financially despite having lower turnovers.

It's time we levelled the playing field for all our beloved football teams - regardless of their turnover or ownership status - by reforming the Premier League's Profit & Sustainability Rules.
