Reconsider tracking application requirement for students
The Issue
Petition Opposing Mandatory Student Cell Phone Tracking Apps in New Jersey Schools
Petition to the School Board and School Administration
We, the undersigned parents, guardians, students, and community members, respectfully request that the School Board and Administration reconsider any policy requiring students to download a cell phone application that tracks their location while on school grounds.
We recognize and support the importance of creating a safe, focused, and distraction-free learning environment. We understand the intent behind New Jersey’s efforts to reduce classroom distractions caused by cell phone use. However, requiring students to install location-tracking software on their personal devices raises significant concerns regarding privacy, data security, parental rights, and the appropriate use of personal technology. Such applications can inadvertently expose our children's sensitive information to misuse or cyber threats. In an age where cybersecurity is a growing concern, it is imperative to weigh the potential dangers of this digital intrusion against the anticipated benefits.
Moreover, studies have consistently shown that excessive surveillance can affect students' mental health, leading to increased anxiety and stress. This shift in dynamics can impair their ability to focus and perform academically, ultimately counteracting the educational goals we strive to achieve. Rather than fostering a sense of security, such measures might inadvertently create a feeling of distrust between students and the educational system.
Many schools across New Jersey and the nation have successfully implemented less intrusive alternatives, such as requiring students to keep their phones powered off and stored in backpacks or lockers during the school day. These policies effectively minimize distractions without requiring students to surrender digital privacy or install software on privately owned devices.
Parents and guardians have a right to be involved in decisions that impact their children's welfare. Before implementing technology that invades privacy, there must be a comprehensive dialog with stakeholders to explore alternative solutions.
Our concerns include:
- The collection and storage of student location data on personal devices.
- Potential cybersecurity risks associated with third-party applications.
- The possibility of misuse, unauthorized access, or future expansion of collected data.
- The expectation that families install school-required software on privately owned property.
- The lack of meaningful alternatives for families who object to location tracking on privacy grounds.
- We believe schools can maintain discipline and comply with state guidance regarding cell phone use through existing methods, including:
- Requiring phones to remain powered off in backpacks or lockers during instructional hours.
- Establishing clear disciplinary consequences for unauthorized phone use.
- Allowing students access to their phones only during approved times or emergencies.
These approaches balance student accountability with individual privacy and parental rights while still promoting an effective educational environment.
We respectfully request that the School Board:
- Eliminate any requirement that students download a location-tracking application onto personal devices.
- Adopt a less intrusive cell phone policy that requires phones to remain stored during school hours.
- Offer parents and students the opportunity to provide input before implementing technology that affects student privacy.
- Ensure that any future policies respect student privacy while maintaining school safety and academic integrity.
We believe student safety and educational success should never require unnecessary tracking of students through their personal devices. We encourage the Board to adopt policies that are effective, reasonable, and respectful of the privacy rights of New Jersey families.
By signing this petition, we respectfully ask the School Board to reconsider mandatory location-tracking applications and instead implement a practical cell phone policy that protects both learning and student well-being without compromising their privacy.
