The Issue
This is a copy of the email I sent to officials about the project. It explains the issues the current plan presents.
Good Morning,
My name is John Ogbin, and I live across from the Garden State Logistics Park in Pennsville. My road is a dead-end off Route 49 that is offset the right across from the exit of the Garden State Logistics Park. I am writing to formally express my serious concerns with the current traffic plan and signal installation outside the Logistics Park, and to ensure these concerns are documented and genuinely considered.
As this project has unfolded, it has become increasingly clear that little to no consideration has been given to the residents of Kent and Orchard Avenues or the six businesses located on the northbound side of Route 49. The plan and its implementation have already caused significant disruptions. There have been at least two accidents, and at no point has there been a police presence to support lane shifts, traffic pattern changes, or construction activity.
To share a few specific examples:
One day, without warning, access to my road was completely blocked. I was told to “come back in two hours.” After explaining that there is no alternate route to my home and being mocked by a worker, I had to call the police.
This Tuesday evening, I returned home to a brand-new traffic pattern with no signage or lighted arrows to indicate the change. As a result, I unknowingly drove the wrong way down a one-way lane.
Over the past two months of construction, there has been zero notification regarding changes—especially those that would close a dead-end road for hours.
To further highlight the lack of planning, I spoke on Wednesday with a worker in a white unmarked truck, who openly said, “I agree, it’s not a very smart plan.” Then, this morning, I spoke with a representative from Straight Edge Striping, the company painting the roadway. Not only did he understand my concerns he warned me that what they were painting today would make the traffic pattern even more dangerous. He expressed that he said to the asphalt contractor that this plan, "will cause an accident" only to be told to “just follow the plan.”
Hearing this from professionals on the project reinforces my belief that the safety of residents and daily drivers was completely overlooked.
Here are the issues I see with the current plan.
1. Left-hand turns for residents and businesses may no longer be possible.
The design of the left-turn lane into the Logistics Park makes it nearly impossible for residents of Kent Avenue, Orchard Avenue, or the six nearby businesses to safely make a left onto Route 49. This is a small two-lane road that briefly becomes three lanes and then immediately narrows again within roughly 200–225 feet and with no jughandle. Eliminating safe left turns in such a confined stretch is unreasonable and dangerous.
2. A traffic light positioned at the exit of a business makes no sense.
I have never seen a traffic light installed directly at the immediate exit of a business. If multiple cars attempt to leave while the light is red, there is no physical space for them to line up safely—especially if four or more cars exit at once.
3. Safety risks to seniors, schoolchildren, and daily traffic are extremely high.
Kent Avenue is home to the Kent Avenue Apartments, where many senior citizens reside—several of whom drive, use specialized transportation, or rely on electric scooters along Route 49. Kent Avenue also includes five homes (three with teen drivers) and a group home with daily transportation visits. Additionally, the corner of Kent Avenue and Route 49 serves as a bus stop for school children.
With the current pattern, an accident is not just likely, it is inevitable. Someone is going to get hurt or worse.
Don't get me wrong I am all for progress. I love to see my township grow but after seeing this implementation I am disheartened to feel it is at the expense of the residents. I understand that change requires compromise, but not at the cost of public safety.
I am respectfully asking that this project be paused and reconsidered, not stopped, reconsidered; specifically the traffic plan. There are safer, smarter solutions, but they do not seem to have been explored.
If you disagree, I invite you to drive south from the Delaware Memorial Bridge on Route 49, attempt to make a left onto Kent Avenue, then turn around and attempt to exit Kent by making a left back onto Route 49. While doing so, take note of how unreasonable and unsafe the current plan is. I believe you will come to the same conclusions that I, and even workers on the project, have reached.
