Recognize widow’s pension as worked income in Ontario

The Issue

Widowhood is an incredibly difficult life transition, compounded by financial uncertainty for many living in Ontario who rely on both widow’s pension and Ontario Disability Support Program (ODSP) benefits. Traditionally, a widow's pension, received after the passing of a spouse, is the result of years of hard work and contributions made by the deceased. Yet, the current system refuses to recognize this pension as worked income, which has dire consequences for the recipients.

Currently, the Ontario government classifies widow's pensions as unearned income. This means that when widows like myself, who have been legally disabled or partially disabled, receive their pension on top of ODSP, the amount over $1,000 gets deducted from our disability payments. This policy puts already vulnerable individuals in financial jeopardy and strips them of the benefit that they truly deserve.

The argument provided is that it's not earned income because it doesn’t require ongoing labor. However, a widow’s pension is essentially a retirement benefit for the deceased’s lifetime of labor; therefore, it should be counted as earned income. Recognizing widow's pensions as earned income respects the deceased spouse's work contributions and assists in bettering the financial stability of surviving spouses who continue to face hardships in their daily lives.

According to Statistics Canada, the poverty rate of senior women who are widows is significantly higher than their male counterparts. The current policy fails to provide support where it’s most needed, further exacerbating economic inequality. A simple policy change could alleviate the financial burden on those struggling to live with dignity.

We urge the Ontario Ministry of Children, Community and Social Services to reclassify widow’s pensions as earned income under the ODSP. By doing so, the program would acknowledge the foundational contributions of the deceased spouse and improve economic conditions for the widow, ensuring they do not endure undue hardship.
