

Rasheed’s Act: The Mental Health Crises Evaluation and Diversion Act
The Issue
My son Rasheed has suffered unimaginable trauma due to systemic failures within our mental health and criminal justice systems. When experiencing a mental health crisis, he was met not with compassion and care, but with excessive police force that violated his civil rights. Even though he needed urgent mental health support and intervention, Rasheed ended up incarcerated, where he endured significant physical, emotional, and psychological harm.
Rasheed's experience is not unique. The closure of state psychiatric hospitals following the Community Mental Health Centers Act of 1963 left millions like him vulnerable. With insufficient community-level mental health services, individuals with mental illnesses are often funneled into the criminal justice system rather than receiving the necessary care and support. Statistics reveal that approximately 15% of men and 30% of women booked into jails have a serious mental health condition, highlighting the desperate need for reform.
Introducing Rasheed's Act Bill: The Mental Health Crises Evaluation and Diversion Act aims to address this critical issue by requiring law enforcement to receive specialized training to identify and respond to mental health crises compassionately. This legislation will ensure that individuals like Rasheed receive a safety plan and are diverted to appropriate mental health care facilities, rather than being incarcerated. We must forge a path toward comprehensive mental health care solutions, facilitating the establishment of community-based mental health facilities that effectively serve those in need. Additionally, by ensuring law enforcement officers are equipped with the knowledge and skills to handle such situations sensitively, we can protect the rights and well-being of affected individuals.
It is time to break the cycle of trauma perpetuated by current practices. Rasheed's Law represents a crucial step forward in advocating for the basic human rights and dignity of individuals with mental health conditions.

I became an advocate for justice after witnessing my brother, a United States Marine, being gunned down by the Ku Klux Klan at the age of twelve, and a consistent pattern and practice of police brutality has systematically plagued our communities today. As a community civil rights activist, I have marched for justice against this systematic violation of the Declaration of Human Rights. United States v. Sean Grayson In Illinois lived Sonya Massey, a Black woman who had called the authorities for help with concerns about a perpetrator lingering around her home. Although Massey struggled with mental illnesses, she was able to communicate with the officers and adhere to demands. Two officers responded to her call; however, when they arrived, Sean Grayson's behavior violated justice practitioner protocol and Sonya Massey’s civil rights. Sean Grayson claimed to be under threat when Sonya Massey said, I rebuke you in the name of Jesus,” thus firing deadly shots and killing Sonya Massey.

we are face with triumph times in America, you must realize black Americans face challenges everyday. Black men and women wake up, not knowing if their death are knocking on their doors of heaven gates. Mothers have been reliving this horrible pain, in a system that's designed to destroy the black populations. The implausible behavior of the justice system is an intended consequence . As we all know racial disparities have morally corrupted the police force across the nation! As history repeats itself, and we are reminded how our existence are devalue. Our vulnerable community such as the mentally ill are losing their lives due the lack of resources and psychiatric hospitals closed down; leading to an unprecedented incarceration among the Black populations. Implementing Rasheed’s Law is to redirect those who suffered from mentally illness has direct resources for stabilization. This will allow them to be productive citizens.
