KAWB, Police -# JointPashuTaskForce Needed for animals

The Issue

Tiny pup Masoom was found literally cut into two at a Bellandur society. Her desperate mother held her  & licked the agonised pup's  wounds all night to staunch the blood. Spine severed, she was rushed to hospital by a area resident, but she died. Horrified, weeping  rescuers were led by mother dog to two more drowned pups at lake edge. Animal lovers helped get the complaint raised, FIR done, but the Post Mortem & other procedures and others had them confused, running from pillar to post. If they hadnt spent the entire day on this, what justice would Masoom ever get? Working people like us  want to do the right thing but cannot afford this time , red tape and don't know how to navigate. Why?

The levels of red tape whether its a FIR, complaint , Post Mortem, Cruelty investigation or anything related to animals , is UNBELIEVABLE. There are SO MANY Cases like poor MAsoom. While good work is starting to happen, it is obvious that we need to have the  concerned departments to converge in a task force, to speed up and enable processes and JOINTLY CO-OWN RESULTS. This despite some of the smartest bureaucrats, welfarist and citizens working together on SPCA and KAWB etc in Bangalore. Obvious dots are not connected leaving the rescuer literally to drown in red tape.  Examples are available in the links at petition end. So - when it is so obvious , why don't the bureaucrats just do it? Here is the letter I have sent to AHVS department and a recommendation made by them to the police. Yet ?

Who is affected?  The animals, the rescuers- and justice.

A task force (TF) is a unit or formation established to work on a single defined task or activity. Originally introduced by the United States Navy, many non-military organizations now create "task forces" or task groups for temporary activities that might have once been performed by ad hoc (designated purpose) committees.

Its about time that a request that we have been pushing from the start of KAWB is actioned . Getting the police to support Prevention of cruelty and committing resources was excellent - but it has not translated on the ground . AHVS is confused or resistant, the University doesn't see the importance of this and  poor SPCA is  also overwhelmed . 

What goes wrong? Lack of training, information, matrix , responsiblity. The department passes on the buck and for example  the rescuer is left with a dead dog, no justice as the post mortem is delayed . The PM cannot be done without a formal letter from Police. No freezer facilities and transportation and body decomposes. The PM delays from AHVS include an unwillingness to do a PM after 5 as per their manual (colonial era , lighting and electricity issue based). See the red tape? We can share dozens of cases where we have run around in circles, not because its intentional but because people don't jointly own the results! Can it be fixed? Yes, by a Joint Task Force!

With feeders, the police don't know it is legal to feed and actually accept and pursue cases by residents against feeders for feeding - while feeding is a legal activity . Look at the harassment and the waste of time!  Not just the feeder battling an FIR but the police station too. Its unforgivable these lapses are allowed,

  1. Standard issues  - feeder and basic RWA cruelty
  2. Cruelty cases
  3. Escalation, coordination on police and judicial

Who is needed ?

  1. Police - a retired Senior officer , along with an ACP level Police Officer in Command Center
  2. SPCA - Member Secretary
  3. Hebbal Veterinary Hospital - Chief
  4. BBMP - ABC Team DD/JD
  5. AHVS Vigilance Officer
  6. KAWB representative
  7. Legal Person
  8. Citizen Welfarist 

We have all had enough of confusion, ignorance, not-my-problem and delays due to the lack of connection ands coordination. 

Make a simple task force for easy communication, action/result  orientation and a faster turnaround.
