Protect Vulnerable SEND Pupils: Introduce Secure CCTV in Specialist SEND Schools
Are you the parent carer of a non speaking child? Do you support children in a professional capacity who have limited speech, no meaningful speech or zero speech ability at all?
What happens when a non-speaking child comes home from school injured — but cannot tell their parent what happened?
For too many SEND families, the answer can be: we may never know.
I am calling on the UK Government to introduce secure CCTV in specialist SEND schools and appropriate specialist classrooms, with strict rules controlling who can access recordings and why.
This is not about parents watching teachers. I am a SEND teacher myself of 18 years and know how challenging our job is at times.
This is about pupil safety, safeguarding, transparency and professional accountability.
Many children with severe or profound learning disabilities, autism and complex needs cannot reliably communicate if they have been hurt, frightened or mistreated.
If a child comes home with an unexplained injury, or a serious incident takes place at school, CCTV footage could provide vital evidence about what actually happened.
It could also protect teachers and support staff from false or inaccurate allegations by providing objective evidence.
Footage should be securely stored and only accessed by authorised individuals when there is a legitimate need to investigate a serious incident, unexplained injury, safeguarding concern or allegation.
Other countries are already addressing this issue.
US states including West Virginia, Louisiana and Texas have introduced different forms of legislation relating to cameras or video surveillance in certain special-education settings.
England currently has no national SEND-specific requirement for CCTV in specialist classrooms, despite schools already being able to operate CCTV within existing data-protection laws.
I am asking the UK Government to:
• Review the introduction of secure CCTV in specialist SEND schools and appropriate specialist classrooms.
• Prioritise settings supporting non-speaking children and pupils with profound communication difficulties who may be unable to report what has happened to them.
• Introduce strict privacy and data-protection safeguards so footage cannot be routinely viewed or misused.
• Allow authorised access when serious safeguarding concerns, unexplained injuries or allegations need to be independently investigated.
• Ensure the system protects both vulnerable pupils and the professionals who care for and educate them.
A child's inability to speak should never mean their safety depends entirely on someone else's version of events.
When a vulnerable child cannot tell us what happened, there should be a safe, secure and accountable way to help establish the truth.
