Protect Our Seniors: End Digital-Only Coupons in Rancho Palos Verdes

The Issue

Over 26% of Rancho Palos Verdes/Palos Verdes Estates/Rolling Hills Estates residents are 65 or older, yet many grocery stores are moving to digital-only coupons, leaving seniors to rely on digital-only coupons without proper smartphone or digital skills for groceries. While many people will receive discounted benefits on grocery items, seniors won't be able to receive the same benefits for their everyday grocery prices. 

This isn't just inconvenient, it is discriminatory. 

Inspired by San Diego's recent, first-in-the-nation ordinance, led by Councilmember Sean Elo Rivera, this ordinance ensures that stores provide non-digital coupon options. We at SEA (Student Environmental Advocacy), a youth-led organization in Palos Verdes, believe our city must follow suit. 

Why it matters: 

• Many seniors live on fixed incomes and depend on coupons to afford essentials. 

• Digital-only discounts exclude residents who 

lack internet access or tech proficiency. 

• True equity means everyone, not just the digitally connected, can access basic needs. 

We call on the Rancho Palos Verdes/Palos Verdes Estates/Rolling Hills Estates City Council to pass a local ordinance requiring grocery stores to offer paper or in-store alternatives to digital coupons, ensuring equal access to savings for all, especially for our elderly neighbors.
