Protect Kids: Require Licensing, Training & Drug Tests for CA Visit Supervisors

California’s family court system entrusts supervised visitation providers with the safety and emotional well-being of children during some of the most vulnerable times in their lives. Yet right now, anyone can become a professional supervisor after a simple training certificate — no state license, no background check, no drug testing, and no real oversight.

This dangerous gap puts children and families at risk.

We, the undersigned, demand that the California State Legislature create the California Office of Supervised Visitation Oversight (COSVO) — a state-run agency that will:

  • Require all professional supervised visitation providers to hold a state-issued license, renewed annually.
  • Mandate proof of annual continuing education and quarterly hair follicle drug tests for active providers.
  • Enforce clean criminal background checks through ongoing Live Scan monitoring.
  • Establish strict fines and penalties for anyone operating without a license.
  • Maintain a public registry of approved providers for transparency and safety.


Supervised visitation is not babysitting. It is a position of trust, responsibility, and legal authority. We must hold providers to the highest professional standards to protect California’s children.
