Protect disabled Australians from abuse at the hands of support workers like Lisa Wilson
The issue
Stop further abuse of disabled Australians at the hands of support workers like Lisa Wilson, Monika Paniczko and Anastasia Moutsos.

During their time working in a residential care home run by NDIS provider Scope, Lisa Wilson, Monika Paniczko and Anastasia committed heinous abuse against Lee-Anne Mackey, an Australian woman who has cerebral palsy and is non-verbal.
Lee-Anne was subjected to humiliating taunts, verbal abuse and physical violence as these women attended to her physical care needs. This abuse included repeatedly spitting into Lee-Anne's mouth, sticking their ungloved fingers and foreign objects deep into Lee-Anne's throat, and taking soiled wipes and rubbing them in Lee-Anne's face whilst laughing.
During the height of the pandemic, Paniczko claimed to have COVID whilst spitting into Lee-Anne's mouth, stating "Maybe I have corona... if I have it, I want you to have it too."
Historic scans have shown that Le-Anne suffered from numerous broken bones, suspected to have been at the hands of these women.
When confronted by video footage of the abuse, Scope fired Wilson and merely transferred Moutsos and Paniczko over to another residential house.
Victorian Police were successful in laying assault charges against these women in Broadmeadows Magistrates' Court in Victoria in June 2022.
However, despite each pleading guilty to assault, all three women have succeeded in having their convictions withdrawn from legal records.
While Lee-Anne is left to heal from this appalling abuse, being diagnosed with PTSD, her abusers have walked away with pitiful fines, community service orders and, in the instance of Panickzo, a diversion program.
Appallingly, Wilson was banned from working under the NDIS for a mere five years, while Paniczko and Moutso were banned for three years.
What kind of message does it send to perpetrators and negligent NDIS service employers when this level of heinous, ongoing abuse receives such a minor slap on the wrist?

According to the report produced by Australia's Disability Royal Commission:
More than half of people with disability have been physically or sexually abused since age 15, compared with 38 per cent of adults without disability.
It’s estimated that every year, 550 people with disability experience a potentially avoidable death as a direct result of neglect and exploitation within the health system.
