AT LEAST 60% of Votes for Election Related Amendments to City Charters

The Issue

Current law in Minnesota (https://www.revisor.mn.gov/statutes/cite/410.12 ) allows city councils to change any city related laws based on residents' approval rate of 51%. This also includes any changes related to election process.

To protect democracy in our cities, we need to separate election-related amendment initiatives from other city related issues by increasing their vote total to pass. 

To prevent "tyranny of the Majority", state legislature need to change as follows:

1. Increase the approval threshold for  changes related to elections  from 51% to at least 60%.

2. Allow any voting change to a city Charter only to take place in even numbered years for a greater representation.

 The 51% approval rate might be acceptable for the majority of city related proposals and initiatives. However, when election changes are proposed, the 51% majority is absolutely insufficient and unacceptable. In a two major parties political system, the law makes it very easy for a  group of people with certain political opinions and views to change election rules in a way  that might be nondemocratic, for example, it makes it easy to pass through new rules that may favor their party and make it more difficult for the opposition to win elections in the future. If a certain party has a simple majority in the city, the same party should not be able to solely dictate the city's election rules. This is extremely dangerous and non-democratic. Growing up in a totalitarian country I have had a chance to live with the consequences of a single party's ability to dictate rules of elections. The ending of the story is not good.  
 
Time is precious,  small groups of activists have been putting pressure on city councils to add Ranked Choice Voting on November ballots in Minnesota. Only 51% of people need to agree in November, and the majority of people in Minnesota are Democrats. The new voting rules will pass in spite the fact that Conservatives do not support it.  This is very concerning.

Regardless, whether it is RCV or any other voting change, the 51% approval rate allows one party with a majority to create a voting legislature that favors their reelection. This is clearly unacceptable and people should be concerned.
