The Issue

Texas Senate Bill 14 was passed with the stated goal of "protecting children". But in practice, it is putting children at risk.

By banning gender-transitioning medical care for minors and introducing legal penalties for physicians, SB 14 has created confusion, fear, and instability within Texas’ health care system. In El Paso, families report that access to medically necessary hormone treatment has been disrupted after legal action targeted one of the region’s only pediatric endocrinologists — even though that case was later dismissed.

The result is not clarity. It is uncertainty.

Texas already faces a shortage of pediatric specialists. When laws create fear of investigation or litigation, doctors may narrow services, leave the state, or decline complex cases. Families are left scrambling. Some are considering moving out of Texas simply to secure consistent medical care for their children.

This law is not only affecting transgender youth. It is contributing to broader disruption in pediatric care, especially in underserved regions like West Texas. When health care policy creates ripple effects that limit access for many families, it is time to reassess.

Children deserve stability. Parents deserve confidence in their child’s doctor. Physicians deserve the ability to practice evidence-based medicine without fear of politically driven enforcement.

SB 14 is not delivering clarity or security. It is deepening shortages, fueling uncertainty, and placing families in impossible positions.

We call on Governor Abbott and the Texas Legislature to repeal SB 14 and replace it with policies that protect children’s health, support families, and strengthen — not destabilize — Texas’ medical workforce.

Texas can protect children without driving doctors away or disrupting care.
