Proposal to the United Nations for Reforming the Global Education System Dear United Nati

Proposal to the United Nations for Reforming the Global Education System Dear United Nati
The Issue
Dear UNESCO and UN representatives,
I am writing to propose an initiative that could significantly improve the global education system.
The proposal includes:
📌 All children start school at age six and study in age-appropriate classes based on the academic year (from September 1 to August 31 August ).
📌 Repeating grades or expulsion due to poor academic performance should be eliminated. Students must be provided with support, psychological help, and accelerated programs to catch up.
📌 Students are grouped alphabetically (A to Z) for balanced class distribution.
📌 If a student is not in their correct class , they receive a fast-track program to catch up.
📌 If a college student should graduate in but is still in their 3rd or 4th year, they may take their final exams (matura) and graduate immediately.
📌 If someone is in grade 9 but should be in college — they choose and join a college program,or goes to 10th grade.
📌 If they are in grades 11 or 12 — they proceed to an institute or university.
📌 If a child did not start school at age six — they are placed in grade 1 and given support to catch up.
📌 If a student is in the 5th year of university but should have graduated — they take final exams and receive their diploma.
📌In January 2026, when they will already accept it, the person will be transferred to his class, and to follow the program of his course, and children will be distributed by class - this concerns who stayed for one year, who stayed for two, according to their classes, according to the same year.
📌Once they accept you, start acting immediately.
📌How the process begins after acceptance: Check the person's date of birth. If they are in the wrong class or year, immediately transfer them to the correct class and year. After they are transferred, they will study and quickly catch up with their subjects in 1 or 2 months; this person will need assistance. If someone was supposed to enter college or other institutions, they will also complete the program of courses included there.
If the person was supposed to graduate from college and university, they will take the Maturita and exam immediately, within one month.
📌How the process begins after acceptance:
Divide into groups alphabetically.
1. Group A through L
2. Group M through Z
📌Teachers will ware and share test questions in advance, so that students can review and understand the material before the exam.
These questions will be posted on Google Classroom and school emails, starting from Grade 1 up to universities.
📌 If a student scores poorly on a test, he/she will have the right to retake it.
For the retake, the questions remain the same as in the original test.
Teachers will not change the questions — this ensures that the student truly understands the material instead of guessing new tasks.
Teachers must:
explain the mistakes,
provide study materials,
support the student so they feel safe and confident.
📌After grade 9, in college, vocational schools, universities, and institutes, group work should be minimized or replaced with individual assignments.
Each student should complete tasks independently to:
ensure grades reflect true knowledge, not group effort;
develop personal responsibility;
fully understand the material;
prepare for adult life and work, where self-reliance is essential.
⚠️ Group projects can remain optional to teach teamwork skills, but the main focus should be individual work.
📌 eliminate the preschool commission before entering school that tests speech or other skills.
Every child should start school at age six without unnecessary bureaucratic checks.
The focus should be on support and guidance in the first grade, not pre-entry testing.
⚠️ This ensures an equal start for all children, regardless of their speech level or preparedness.
📌If a student changes school, college, university, or institute in their country, or wants to study in another country, they should not be placed in a lower grade.
Every student should continue studying according to their age and completed subjects, so they don’t lose time or opportunities.
⚠️ Support programs can be provided to catch up quickly, but students should never be held back a year or two.
📌Regarding graduation (matura) students:
If a student has a high level of absence from school but expresses the intention to take the graduation (matura) exam the following year,
they must not be forced to repeat the academic year.
Instead:
the student should be offered several months of intensive preparation;
access to study materials, consultations, and academic support;
after preparation, the student is allowed to take the matura exam.
Absence due to life circumstances must not block the right to graduate and receive a diploma.
📌 A SOLUTION FOR PEOPLE WHO DIDN'T ATTEND SCHOOL BUT WANT TO COMPLETE THEIR EDUCATION
🔹 Main Principle
No one should be moved back a grade.
Absence from school ≠ loss of the right to education.
🔹 How it should work
1️⃣ Knowledge assessment (not punishment)
Short knowledge assessment (no stress).
Not to exclude, but to understand what needs improvement.
2️⃣ Preparatory period instead of repeating a year
1-3 months of intensive preparation, not a full year.
Online + in-person (if possible).
Support from teachers and curators.
3️⃣ Age-appropriate learning, not "backwards" learning
A student learns with their age group.
Individual subjects are covered in parallel. 4️⃣ Exam or certification
After preparation, take exams or certification.
No repeat courses.
Afterwards, move on to the next level or graduate.
5️⃣ For adults and those over 18
Opportunity to complete school/college before age 26 or older.
Flexible format: evening, online, intensive.
A diploma is as valid as anyone else's.
📌In the UK, formal education starts at age 5, while in many other countries it starts at age 6.
Different starting ages affect preparation, adaptation, and class placement.
We propose considering age when assigning students to classes and grades, so that every child learns at the right pace.
🧠 Why this is fair
People were absent for various reasons: illness, war, migration, poverty, family circumstances.
Punishing for life is unfair.
Education should be regenerative, not repulsive.
This system gives every child a fair chance to improve without fear or stress.
🔴 Abusive behavior by teachers must be eliminated from the education system.
Teachers who:
show aggression or anger,
humiliate or insult students,
apply psychological pressure or intimidation,
deliberately lower grades unfairly,
— must not remain in the education system.
Education must be a safe environment.
Students come to school to learn — not to be afraid.
Every child and student has the right to respect, support, and fair assessment.
🔵 It is also essential to support foreign students who, due to language barriers, migration, or other difficulties, were placed in lower-than-age classes. These students should not be held back one or two years. Instead, they should receive intensive language training and academic support to return to their age-appropriate class quickly.
🔵 Special attention must also be given to individuals who could not attend school on time due to illness, disability, long-term treatment, war, poverty, or other serious life circumstances. They deserve flexible, respectful, and inclusive opportunities to rejoin the education system.
This proposal applies worldwide — from the Hawaiian Islands to New Zealand.
The world is growing. The world is alive.
Paragraph 1: Who is impacted?
This problem impacts people all over the world, regardless of country or nationality. It affects ordinary citizens, governments, and future generations who will have to live with the consequences if nothing is done.
Paragraph 2: What is at stake?
If nothing changes, injustice and inequality will continue to grow. People will lose trust in international cooperation, and global problems such as conflicts, human rights violations, and security threats will only get worse. If change happens, it will bring more fairness, peace, and opportunities for all.
Paragraph 3: Why is now the time to act?
Now is the time to act because the world is at a critical point. Delaying action means more suffering and missed chances for peace. We cannot wait any longer — change must begin today for the sake of our future and the next generations.
Title:
Fair Education for Every Child, Everywhere
Petition Text:
Every child deserves to learn with their peers, in their age-appropriate class, without being held back or expelled for poor grades.
Millions of children fall behind each year due to illness, war, poverty, migration, or language barriers. This is unfair — every child deserves a fair chance to learn and grow.
We demand immediate action: support for all students to catch up, start school at age 6, and finish school, college, or university on time.
