Prioritize the Development of a New Park (NP1) at Mangini Parkway and Empire Ranch Road

The Issue

We, the undersigned residents of Russell Ranch and White Rock Ranch, are deeply concerned about the inequitable access to recreational spaces in the Folsom Plan Area.

The current proposal suggests the development of a new park adjacent to Alder Creek Elementary. While this helps families around the Alder Creek Elementary who already have access to the school's playground, families in the Russel Ranch and White Rock Ranch areas, who lack both a school and a park, are further deprived.

We respectfully request the prioritization and development of a new park at the intersection of Mangini Parkway and Empire Ranch Road. This proposal serves as a compromise to ensure equitable access to recreational spaces for all families in our community. 

The reasons for our proposal to prioritize the development of the new park at Mangini Parkway/Empire Ranch Road are as follows:

  • Equitable Access to Recreational Spaces: While families near Alder Creek Elementary have access to the school's playgrounds and another newly built park, Prospector Park, within 0.5 miles distance, families in the Russel Ranch and White Rock Ranch area lack both a school and a park. Establishing a park at Mangini Parkway/Empire Ranch Road will provide these families with a much-needed recreational area.
  • Benefit to Surrounding Communities: This new park will immediately benefit over ten surrounding communities and neighborhoods, including:
    o   Russell Ranch: Gold Hill, Silver Crest, Brass Pointe, Silver Knoll, Sterling Hills
  • o   White Rock Ranch: Sycamore Creek, Stone Haven, Stone Bluff, Luneria, Aster
  • High Property Taxes: Residents in these communities have been sold homes at peak housing prices and contribute some of the highest property taxes in the Folsom Plan Area. It is only fair that they have access to adequate public amenities, such as parks and recreational spaces.

In light of these considerations, we believe that prioritizing the park at Mangini Parkway/Empire Ranch Road as the next park in Folsom Plan Area is a fair and necessary compromise. This park will serve as a vital communal space for families to gather, play, and enjoy the outdoors.

We urge the Parks Commission and the City Council to support this proposal for the well-being of our community.
