Due to delay of allowances committee report and late implementation of HRA causes minimum loss of Rs.26640 and maximum loss of Rs,243,900 per an central government employee. This happens because applicability of 7th CPC HRA implementation from 01.7.2017 instead of 01.01.2016. The employees federations asked to raise the HRA rates from 8, 16 and 24 to 10,20 and 30% depending upon classification of cities.Due to this demand the government paid revised basic pay only to the employees instead of along with allowances and formed a committee named Lavasa.  The committee recommends the same rates of HRA i.e 8,16 and 24%. The Central Government accepted the Lavasa Committee recommendations and decided to implement from 01.7.2017. It is biggest looting the central government employees.
