If the United nations wont properly stop conflicts from happening they need to help prevent people from dying in these. The UN has the global backing of the entire world and should actively use this.

The plan is simple. We want the United Nations to implement 3 policies

1. All nations within deadly conflicts major or minor will have designated areas in the projected frontlines or risk areas known as OCZs (out of combat zones). These will mainly consist of areas that are easily accessible to threatened populaces. Additionally, as a secondary focus for when choosing these areas the UN will determine important cultural areas or areas that could cause massive economic or physical damage to the environment or nation during or post conflict                                                                                                                                          
2. Any intentional conflict, military movement, military production, shelling or bombing of any kind, or any other military actions shall be met with retaliation from all UN backer states. These zones shall remain as if they were never in a war.                                                                                                                                                                               
3. Any civilian of any nation can and will be actively helped by the UN to make their way into the OCZ where they will be refuged until the conclusion of the conflict. This includes military deserters if a draft is included in their respective nation. (Any preventing of this task or killing UN peacekeepers actively doing this is a major war crime) 

By doing this we can force the world to limit the damage their conflicts cause. Not only would this save potentially millions of lives, maybe even billions. It would persevere cultural monuments and prevent damage to targets like nuclear reactors and other areas which would cause massive environmental damage. The sooner we do this the more lives will be saved especially with rising global tensions.
