People are wanting Halloween to be placed on a Saturday. Why change the date? Why not make it a Federal holiday? Why can't Halloween be placed among the great Holidays that are already Federal like Thanksgiving and Christmas Day? And what about people who have birthdays on Halloween? Do they lose their Halloween birthday while Thanksgiving and Christmas birthdays keep theirs? You want a whole day to Halloween? Make it Federal and take the day off with holiday pay. It would be much easier for everyone.
