President of the United States and United States Congress: Establish gender equality as a priority & allocate foreign aid funds accordingly

We can not rely solely on education and advocacy to achieve equal rights for women. It's taking too long and will never suceed, where male supremacists reign. We must put our money where our values lie. Therefore, we are asking members of Congress and the President to support this resolution;

Gender equality is an inalienable right that civil societies should strive to achieve, including those receiving American foreign aid. To that end, we support the following:
1. That the United States foreign policy recognize and include the promotion and attainment of gender equality as one of its top priorities.
2. That in allocating foreign aid, the United States government be required to take into consideration the extent to which a country has laws and regulations, or has taken actions that, promote or adversely impact the achievement of gender equality.

We ask that you publicly announce that achieving gender equality is one of our foreign policy priorities and begin awarding foreign aid dollars accordingly. Specifically, we ask that you support the following resolution;
