Please Enforce & Implement Animal Laws

We, People for Cattle In India (PFCI) a Non –Government Organization formed to prevent & eradicate cruelty posed to Cattle & other Animals in India would like to draw your kind attention to the issue of Enforcement of Animal Laws in India. We seek this appeal as a result of few of our failed attempts in bringing justice for abused Animals. Our efforts were primarily unsuccessful because Animal Welfare Laws are not taken seriously and Secondly, Due to the lack of knowledge on Animal Laws by the Govt officials.

Animals and Humans have worked together throughout history and though some societies may value their domesticated friends more than others there is no doubt that we all have a special fondness for them. There is no better example than the special relationship between police k9 handlers and their partners. Naturally we would want to establish a way to enforce Animal Laws that ensures our Animals are treated fairly and humanely. Therefore we propose the formation of a department of Humane Law Enforcement or Animal Cops that would work directly with the Police department or the Animal control office or even chosen local Humane societies and Animal shelters.

Job Functions and Work Environment of Animal Cops:
Humane Law Enforcement officers are typically fully trained and empowered Police officers. Their primary purpose is to enforce Laws related to the Humane treatment of Animals.

The job of a Humane Law Enforcement office should include:

  • Investigating Animal abuse cases,
  • Enforcing Laws related to the care and keeping of Animals,
  • Regulating industries that work with and use Animals,
  • Writing reports,
  • Preparing and executing warrants,
  • Arresting suspected accused,
  • Issuing civil fines,
  • Responding to calls for service Etc...

Animal Cops may be called upon to look into a host of issues related to Animal cruelty, including Animal hoarding, Dog fighting, Puppy mills and Circuses, and even how farm Animals are treated. In short, if it involves the potential for harm to Animals, Humane Law Enforcement officers look into it. In some cases, they may take steps to remove abused or endangered Animals from homes and owners. While many jurisdictions invest their Humane Law Enforcement officers with full Police powers, some may serve as Community service or Animal control officers with limited Enforcement authority.

Education and Skill Requirements:
Animal Cops must have strong working knowledge of problems related to Animals and working with Animals. They must be able to safely interact with a variety of different Animals. Training or education in Animal behavior or science is very beneficial. All Humane officers and Animal control officers must receive specialized training for job tasks specific to their field and should be specially well versed in laws regarding Animal cruelty such as

  • 1. Transport of Animal Rules, 1978 & Amendment Rules 2001,
  • 2. Prevention of Cruelty to Animals (PCA Act 1960),
  • 3. Indian Penal Code 428 & 429,
  • 4. Wildlife Protection Act
  • 5. Slaughter House Rules,
  • 6. Tamil Nadu Animal Preservation Act 1958,
  • 7. Performing Animals Rules and Regulations,
  • 8. The Police Act 1861,
  • 9. Tamil Nadu Motor Vehicles Act 1988 &
  • 10. Article 48 in the Constitution of India 1949.

 

We humbly request that this petition be considered with all seriousness and necessary action will be taken by the authorities.
