MPs holding the country to ransom by blocking the functioning should not be allowed. 

To ensure that the elected Government is allowed to function the following should be implemented - Any MP disrupting the proceedings should be suspended for a week - Any party whose MPs disrupt the proceedings for 3 days should be suspended for a Month - Any combination of Parties disrupting the proceedings for a common issue for 3 days should be suspended for the entire session.

To ensure that the opposition voices are not stifled, the issues brought by them should be taken up for debate within 3 days after the regular hours of working. This should be done by extending the functioning of Parliament after the business hours.

By doing this, the elected Government will get to work during the regular hours and issues raised by opposition will be debated during the extended hours.
