ಸಿರುಗುಪ್ಪ ನಗರ (ಬಳ್ಳಾರಿ ಜಿಲ್ಲೆ)ಯ ಪ್ರಮುಖ ರಸ್ತೆಗಳು ಇಂದು ಮರಣದ ಬಲೆಗೆ ಮಾರ್ಪಟ್ಟಿವೆ.

ಎನ್‌ಎಚ್–150ಎ ಸೇರಿದಂತೆ ನಗರದ ಒಳಗಿನ ರಸ್ತೆಗಳಲ್ಲಿ ಗುಂಡಿಗಳು, ಧೂಳು, ಮುರಿದ ಅಂಚುಗಳು ಮತ್ತು ಅಸಮ ತಳಹದಿ ಜನರ ಜೀವಕ್ಕೆ ನೇರ ಅಪಾಯವಾಗಿವೆ.

ಕಳೆದ 5 ವರ್ಷಗಳಿಂದ ರಸ್ತೆ ಕಾಮಗಾರಿಗಳು ಅರೆಕಾಲಿಕವಾಗಿ, ಕಳಪೆ ಗುಣಮಟ್ಟದಲ್ಲಿ ನಡೆಯುತ್ತಿದ್ದು,

👉 ಸಂಬಂಧಪಟ್ಟ ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಅಧಿಕಾರಿಗಳ ಮೇಲ್ವಿಚಾರಣೆಯ ವೈಫಲ್ಯ

ಇದರ ಪರಿಣಾಮವಾಗಿ ಜನರು ದಿನವೂ ಅಪಾಯದ ಮಧ್ಯೆ ಸಂಚರಿಸುತ್ತಿದ್ದಾರೆ.

ಇದು ರಾಜಕೀಯ ವಿಷಯವಲ್ಲ.

ಇದು ಜೀವ ಮತ್ತು ಆರೋಗ್ಯದ ಪ್ರಶ್ನೆ.

ಭಾರತ ಸಂವಿಧಾನದ ಕಲಂ 21 – ಜೀವಿಸುವ ಹಕ್ಕು ಸುರಕ್ಷಿತ ರಸ್ತೆಯನ್ನು ಒಳಗೊಂಡಿದೆ.

ಕಳಪೆ ಕಾಮಗಾರಿಗೆ ಹಾಗೂ ಮೇಲ್ವಿಚಾರಣೆಯ ಕೊರತೆಗೆ ಗುತ್ತಿಗೆದಾರರು ಮತ್ತು ಅಧಿಕಾರಿಗಳೇ ನೇರ ಹೊಣೆಗಾರರು.

The Issue

This petition is submitted by the citizens of Siruguppa City, Ballari District, Karnataka, to draw urgent attention to the severe deterioration of roads within city limits, particularly along NH-150A and major internal roads, caused by persistent negligence, poor execution, and lack of accountability by contractors and responsible officials of the Government of Karnataka.

This petition does not blame or target local any elected representative, MLA,local political leaders, or party workers local. The concern raised here is strictly regarding administrative failure, contractor negligence, and breakdown of departmental oversight, which has now escalated into a serious public safety and health crisis.

Background: Five Years of Administrative Failure

For more than five years, road construction and repair works in Siruguppa City have been:

Poorly executed

Left incomplete for prolonged periods

Repeatedly damaged shortly after execution

Allowed to deteriorate without corrective action

Despite sanctioned works, allocated funds, and repeated public complaints, contractors have failed to deliver quality roads, and concerned officials have failed to enforce standards, timelines, or penalties.

Major Affected Road Stretches

Vaishnavi Hotel to City Market Road

City Market to Dhadesugur Road

Siruguppa–Ballari Main Road (within city limits)

Current condition includes:

Deep potholes and collapsed road layers

Loose gravel, exposed soil, and broken edges

Uneven surfaces dangerous for two-wheelers

No barricades, warning boards, or safety signage

Direct Threat to Public Safety

Due to the negligence of executing contractors and lack of departmental supervision:

Multiple accidents and near-fatal incidents have occurred

Pedestrians, school children, senior citizens, and patients are at constant risk

Ambulances and emergency services face dangerous delays

Daily traffic congestion and chaos has become routine

These are man-made hazards resulting from administrative inaction, not unavoidable circumstances.

Serious Health and Environmental Consequences

Continuous dust pollution due to uncovered roads

Increase in respiratory illnesses, asthma, eye and skin irritation

Poor visibility leading to frequent near-miss accidents

Shopkeepers and residents forced to live in unsafe, unhealthy conditions

The failure to implement even basic dust-control measures reflects gross negligence by contractors and monitoring officials.

Clear Administrative and Contractor Lapses

Despite the visible crisis, there has been:

❌ No strict monitoring of contractors

❌ No enforcement of quality standards

❌ No penalty or blacklisting for repeated failures

❌ No fixed or publicly declared completion deadlines

❌ No transparency regarding expenditure and work status

This indicates systemic failure within the concerned departments of the Government of Karnataka and serious dereliction of duty by officials responsible for supervision and quality control.

Violation of Constitutional Rights

The continued neglect of these roads violates Article 21 of the Constitution of India, which guarantees:

Right to Life

Right to Health

Right to Safe and Dignified Mobility

When unsafe roads result from negligence despite available funds and authority, it becomes a constitutional and administrative failure.

Urgent and Lawful Demands

We, the citizens of Siruguppa City, respectfully but firmly demand:

Immediate repair and resurfacing of all major roads within city limits

Immediate dust-control measures (water sprinkling, proper covering)

A time-bound completion schedule announced publicly

Independent quality audit of road works executed in the last five years

Strict action against negligent contractors, including penalties and blacklisting

Departmental action against responsible officials for failure in monitoring and enforcement

Transparent public disclosure of road work status and expenditures

Final Appeal

This petition is submitted in the interest of public safety, health, and accountable governance. Continued inaction by contractors and officials will inevitably lead to more accidents, injuries, and potential loss of innocent lives, for which responsibility will lie entirely with the executing agencies and supervising authorities.

We respectfully seek the intervention of the Hon’ble Prime Minister’s Office, to ensure accountability, corrective action, and safe infrastructure for the people of Siruguppa City.

🏫 పాఠశాల పిల్లలు, వృద్ధులు, రోగులు ప్రమాదంలో ఉన్నారు

🌫️ ధూళి కారణంగా శ్వాస సంబంధిత వ్యాధులు పెరుగుతున్నాయి

✔️ నిర్లక్ష్యం చేసిన కాంట్రాక్టర్లపై కఠిన చర్యలు

✔️ బాధ్యత వహించని అధికారులపై శాఖాపరమైన చర్యలు
