Placement of Harriet Tubman Portrait on the Twenty-Dollar ($20.00) Bill

The Issue

Lincoln Park Historical Foundation started this petition

Petition: U. S. President; U. S. Vice President; U. S. Secretary of the Treasury; Chair, Congressional Black Caucus; Senators and House of Representatives other interested parties.

The proposal for Harriet Tubman portrait on the face of a $20 bill first appeared under President Barack Obama’s administration in 2016.  It resurfaced under President Joe Biden’s administration in 2021 and currently lies in the hands of Janet Yellen, the first woman to serve as the United States Secretary of the Treasury. This petition is being circulated to encourage the Biden Administration to expedite the process of the redesign of the $20.00 bill, and to replace the portrait of President Andrew Jackson with the portrait of Harriet Tubman. This petition also supports current pending legislation, sponsored by Representative Joyce Beatty and co-sponsors, H. R. 503, January 28, 2021, to require $20 notes to include a portrait of Harriet Tubman, and for other purposes.

Proposed Timeline:
The U. S. Secretary of the Treasury should release to the public the preliminary design of the $20 note prominently featuring a portrait of Harriet Tubman no later than December 31, 2022.

The U. S. Department of Treasury should approve printing the $20.00 bill with Harriet Tubman’s portrait before December 31, 2024.

Background: Harriet Tubman, a former enslaved person, rose to national prominence most notably by being a conductor on the Underground Railroad which led several enslaved persons to freedom.  She risked her life to save slaves who were willing to take a chance with her to gain their freedom from being enslaved.  Her work inspired Queen Victoria, of England, to reach across the globe to recognize her with an invitation to come to England. Unable to travel at that time, Queen Victoria awarded Tubman with gifts from England which included a Silk lace and linen shawl, currently on display at the National Museum of African American History and Culture in Washington, D.C. Tubman also played a major role in the women suffrage movement which, enabled women to vote. Traveling throughout the country you can visit commemorative statues, museums, scenic byways, two national parks and international presence that salutes Harriet Tubman for her selfless bravery in seeking freedom for the enslaved people. In June 2021, the Military Intelligence Corps inducted Harriet Tubman into the Military Intelligence Hall of Fame, the U.S. Army Intelligence Center of Excellence for her leadership and life survival skills while serving in the Union Army as a woman, cook, nurse, spy, scout and leader in the U.S. military doing unprecedent times in the United States.
