The Issue

Petition to Save the CAP/DA Program in North Carolina       We, the undersigned, strongly oppose the planned termination of the Community Alternatives Program for Disabled Adults (CAP/DA), set to end on October 1, 2025.
The CAP/DA program is a lifeline for families across North Carolina. It allows disabled adults and the elderly to remain in their homes with dignity by providing essential in-home health services and adult day care support. Without this program, thousands of families will face heartbreaking choices: forced institutionalization of loved ones, financial and emotional collapse of family caregivers, or the complete loss of necessary care.
For many, this program is not optional — it is the only thing keeping families together and loved ones safe. Ending CAP/DA will not only devastate families but will also increase costs to the state by shifting care into more expensive institutional settings.
We urge North Carolina leaders to protect and preserve the CAP/DA program beyond October 1, 2025. Families, caregivers, and vulnerable adults across our state are counting on your compassion and leadership.
Please save CAP/DA.
