PETITION TO REMOVE THE YOUTUBE CHANNEL "HOANG SAU TV"
The Issue
Honorable Mr. Rashad Hussain currently serves as the Director of the Office of International Religious Freedom (IRF) under the U.S. Department of State.
Honorable Mr. Neal Mohan is the Chief Executive Officer of YouTube, headquartered at 901 Cherry Ave., San Bruno, California, USA.
We, the undersigned, respectfully request the removal of the YouTube channel Hoang Sau TV, which has engaged in persistent harassment, defamation, and attacks against Venerable Phuoc Nghiem of Hoa Hao Buddhism, as well as the religious activities of Venerable Thich Minh Tue.
Hoang Sau TV (https://www.youtube.com/@HoangSauTV operated by an individual residing in Vietnam, is a YouTube channel registered in the United States. Through events in Thailand, this channel has been used as a platform to launch severe attacks on religious figures and institutions. The channel's owner has collaborated with Vietnamese Security Lieutenant Colonel Doan Van Bau, who is currently in Thailand, along with Vietnamese troll groups and bots operating online.
Venerable Thich Minh Tue has been harassed multiple times by Vietnamese authorities. He is currently in Thailand, preparing for a pilgrimage to India. Lieutenant Colonel Doan Van Bau operates a YouTube channel titled "Doan Van Bau—Ve Mien Dat Phat," while Hoang Sau TV has consistently worked in coordination with Vietnamese authorities to defame Buddhist figures. Specifically, Hoang Sau TV has targeted Venerable Phuoc Nghiem, who is assisting Venerable Thich Minh Tue with visa procedures for travel from Thailand to India.
This YouTube channel is being used as a tool for relentless defamation against anyone supporting Venerable Thich Minh Tue’s visa process.
We, the signatories of this petition, recognize that the U.S. Office for Human Rights actively safeguards freedom of religion and belief while preventing all forms of incitement to religious hatred. These principles align with international human rights standards, which protect religious diversity and prohibit discrimination. Furthermore, YouTube’s policies explicitly prohibit content that harasses individuals through prolonged insults or attacks based on physical traits or protected group status.
With this petition, we urge the U.S. Government’s Religious Affairs Agency and YouTube to investigate these violations and take appropriate action. Specifically, we request the removal of the Hoang Sau TV channel, as we firmly believe that U.S. law does not permit the use of YouTube as a weapon for defamation or the suppression of religious freedom.
