The Issue

Flock camera systems continuously capture vehicle and information, including license plates, timestamps, locations, and vehicle characteristics. Even when intended for law enforcement purposes, these systems create a large-scale surveillance network that monitors ordinary residents without individualized suspicion or warrants.

We believe:

  • Residents should not be subject to constant automated tracking while traveling throughout their own community.

  • Privacy rights and constitutional protections must be preserved.
Surveillance infrastructure can be expanded beyond its original purpose over time.

  • Data collected by these systems may be vulnerable to misuse, unauthorized access, or sharing with outside agencies.

  • Public safety solutions should prioritize community engagement and traditional policing methods rather than mass surveillance technologies.

Therefore, we formally request that the City of Berea:

  • Remove all currently installed Flock Safety cameras within city limits.

  • Reject future proposals to install additional Flock cameras or similar automated surveillance.

  • Increase transparency regarding any surveillance technologies currently used by the city or law enforcement agencies.

  • Allow residents greater public input before adopting technologies that impact privacy and civil liberties.

This petition is not anti-law enforcement; rather, it is a call for balanced policies that protect both public safety and the constitutional rights of Berea residents.
