We, the undersigned clubs, coaches, volunteers, parents, and players, respectfully call on Ontario Soccer to implement three essential reforms that will strengthen sanctioned youth soccer, improve player experience, and restore clarity and competitiveness across the province.

1.      Reintroduction of Scores, Standings, and Competitive Tracking

We petition Ontario Soccer to reinstate official score reporting, league standings, and tournament opportunities across all youth age groups.

These elements are fundamental to sport and are strongly supported by clubs, families, and players. 

Competition is a fundamental component of sport and should be recognized appropriately.

Reintroducing these components will:

• Restore meaningful competition and team identity
• Increase player engagement and retention in sanctioned soccer
• Provide clear achievement pathways 
• Allow clubs to host sanctioned tournaments that support financial sustainability

We request that Ontario Soccer support centralized digital platforms such as the MySoccer App for score tracking, standings, and statistical engagement.

2.       Structured Team Formation with Clearly Labelled Tiers (Tier 1, Tier 2, Tier 3)

We petition for the return of evaluation‑based team formation beginning at U8, with clearly defined competition tiers that reflect ability, development needs, and club structure.

Clearly defined and labelled levels of competition should be re‑established.

A tiered system will:

• Provide appropriate competition levels for all players
• Improve team cohesion and confidence
• Allow flexible movement between teams
• Support better league scheduling and governance

We request that Ontario Soccer adopt a province‑wide tiering model that is simple, transparent, and consistent across districts.

3.      Establishment of a Provincial Playoff Framework

We petition Ontario Soccer to implement a province‑wide playoff system culminating in Ontario Championship‑style events for all tiers.

A province‑wide playoff structure should be established, culminating in Ontario Championship‑style tournaments at the end of each season.

A unified playoff framework will:

• Create meaningful season‑end goals for all teams and districts
• Standardize rules, scoring, and qualification pathways
• Strengthen competitive consistency across Ontario
• Increase excitement, participation, and long‑term retention in sanctioned soccer

We request that digital platforms such as MySoccer be used to support administration, statistics, and communication for provincial playoff pathways.

By adopting these three reforms—scores & standings, tiered team formation, and a provincial playoff framework—Ontario Soccer can create a system that is simpler, more competitive, more engaging, and more aligned with the expectations of families and clubs across the province.

These changes will strengthen grassroots soccer, improve retention, and ensure Ontario’s youth soccer structure remains sustainable, accessible, and enjoyable for all participants
