Petition to Reform Ontario Soccer’s Yellow Card Suspension Rules

We, the undersigned players, parents, coaches, team officials and supporters of youth soccer in Ontario, respectfully call upon Ontario Soccer to review and reform its current yellow card accumulation and suspension rules.

We understand that discipline is necessary to protect players and maintain respect for the game. Dangerous, reckless and deliberately unsporting conduct should have appropriate consequences. However, the current yellow card accumulation system is too strict and can cause youth players to miss numerous games because of cautions accumulated over an entire season.

Not every yellow card results from dangerous or intentional misconduct. Many are issued for minor, technical or disputed incidents, and referee decisions can sometimes be incorrect. Yet each caution is counted equally toward a suspension, with little or no opportunity to have a clearly incorrect call reviewed—even when reliable video evidence exists.

As a result, a player’s entire season can be negatively affected by several subjective decisions made over many months.

For youth athletes, missing games can mean much more than sitting out one weekend. It can mean missing:

Important league, cup or playoff matches
Games attended by university or college scouts
Valuable opportunities for development and exposure
Matches when their team is already struggling with a short roster
Irreplaceable moments during a very short youth soccer career
These young athletes dedicate countless hours to practices, games, travel and training. Their families also make significant financial and personal sacrifices to support them. A disciplinary system should encourage fair play and accountability, but it should not unnecessarily take players off the field or damage their season because of minor or questionable cautions.

Yellow cards should not continue to accumulate indefinitely throughout an entire season without an opportunity for them to expire or reset. Other soccer systems use more balanced approaches that continue to address misconduct while reducing the likelihood that minor cautions will cause players to miss important games months later.

We Are Asking Ontario Soccer To:
Introduce a mid-season reset or amnesty period for accumulated yellow cards.
Clear or reduce a player’s accumulated yellow cards once the related suspension has been served.
Allow a limited appeal or review when clear and reliable video evidence shows that a caution may have been issued incorrectly.
Distinguish between minor or technical cautions and cautions involving dangerous, reckless or serious unsporting conduct.
Limit yellow card accumulation suspensions to one game unless the cautions involve serious or repeated misconduct.
Ensure that yellow cards do not remain on a player’s record for an entire season without an expiry or reset period.
Apply the rules consistently to every player, team and club, with transparent suspension records.
Consult with players, parents, coaches, referees and clubs before implementing a revised policy.
We are not asking Ontario Soccer to remove discipline from the game. We are asking for a system that is fair, transparent and proportionate—one that protects the integrity of soccer without unnecessarily punishing young athletes.

A yellow card should serve as a warning and a tool for managing the game. It should not automatically become part of a season-long total that can eventually prevent a young player from participating in some of the most meaningful games of their development.

Our children only have a limited number of years to play youth soccer. Games that are missed cannot be replaced, and opportunities that are lost may never come again.

By signing this petition, we respectfully ask Ontario Soccer to formally review its yellow card accumulation and suspension policies and introduce fairer, more balanced rules before the next competitive season.
